fix: honor eslint-disable-next-line in svelte files

Description

eslint ignore directives are not being honored when placed in a .svelte file. This PR adds the processor from eslint-plugin-svelte to the svelte eslint configuration so that these rules can be detected.

Before this PR, this eslint directive would have no effect:

</article>
