Fix test_oc_bad_signatures

Problem

1. The leader's stake isn't strictly greater than the threshold, which is needed to set roots so that signatures can be confirmed when they're later polled for
2. send_transaction_with_retries was using the wrong keypair cluster_funding_keypair for the transaction, would panic on resigning on reattempts
