Fix Issue with maturin Cargo.lock file

Issue in build pipeline found on #1134
To Reproduce
Steps to reproduce the behavior:
Run the build pipeline after python changes

Expected behavior
Expected that build pass with no maturin issues.

Additional context
Discovered in build pipeline when updating github for building python wheels.

@andygrove just received the same error locally. Once I ran cargo build first, then maturin develop it cleared the issue. Will check the new build script for a cargo build step. Maybe that will fix it?
