[VL][MINOR] Allow build_gluten_cpp read custom velox home #7184

What changes were proposed in this pull request?

Since compile.sh is deprecated, and we now rely builddeps-velobe.sh to build gluten cpps, it should support custom velox home

(Fixes: #ISSUE-ID)

How was this patch tested?
