[Fix][Producer] double check before producer reconnect

Motivation

Fix the same issue of #1084 for producer.

Modifications

Add double check after sleeping:

		if p.getProducerState() != producerReady {
			// Producer is already closing
			p.log.Info("producer state not ready, exit reconnect")
			return
		}
