I'm not sure if CC or BSD is the most appropriate here, but this resembles 2020-turkmen-ml-msr which had CC-BY-4.0.
This repository formerly didn't contain a LICENSE, and this PR adds a CC-BY-4.0. Creative Commons is best geared towards content that is written or presentation based. If this repository is a derivative of a Moose application, Creative Commons is not an appropriate license. If this repository comes from the Moose, it requires a form of GPL license and can not be given this proposed license. This is part of the work from arfc/arfc.github.io#159
