This is the last release with an external server dependency. The next release will have major architectural changes: which will only target Javascript/Typescript repositories to start with.

Hence, this is the last release that supports other languages (Python, Go, and Java) - at least till the new architecture changes have stabilized. Users who want to use Rubberduck on these languages can download the attached crx.
