This PR fixes bluetooth on modern Realtek based hardware like Realtek RTW8852BE.

Confirmed working bluetooth with Rock5B+

Based on Radxa's cherrypicks from upstream:


          Apply RTBTCore for newer Bluetooth Chipsets
