ci: Create melos_bootstrap.yaml

- What I did

• I went into this repo earlier today and found 3 different major versions of some of the dependencies being used across packages
• Put in a workflow which runs melos bootstrap on every PR which will verify that the packages in this repo are at the very least compatible with each other

• This check should fail, I'm putting it in place so that we don't create dependency hell like this again

Oops I should use Flutter instead of Dart in the workflow...
