renovate is now active in the repo via mend's free offering for public open source repos
unlike the self-hosted version, i guess their hosted version does not open an issue on the repo to act as the renovate "dashboard". instead they have their own dashboard page. that can be found at: https://developer.mend.io/github/autotag-dev/autotag
an initial renovate config has been added along with a GHA workflow to validate it
