How this works
I haven't implemented the external churn tracker yet, but created an interface and removed the functionality from
ValidatorManager. This seems to save ~550 bytes of code size, though there might be a few gotchas in the full implementation that reduce that a bit.How this was tested
Tests are not currently expected to pass.
