Amazon Linux only supports in-tree drivers

We (Amazon Linux) are happy to carry backports of drivers that are upstream, or a very close to being upstream. We can also help in getting drivers upstream.

Note that this effectively blocks neuron drivers being included in Amazon Linux. See amazonlinux/amazon-linux-2023#551

What exactly is the blocker here? This repository hasn't been touched in 4 years, so there's no issue regarding a rapidly evolving driver.
