I have found a bug in parsing
decimalvalues.The NRBF specification (section 2.1.1.7) says that decimals are
serializedas their string representation. Also, .NET Framework seems to useWriteStringwithCultureInfo.InvariantCulture.I've also extended the tests to cover this scenario.
