feat: GEO-1173 - input form - explanatory sentence and renamed submit button

Description

• renamed the submit button to "Generate Draft Report"
• Added a sentence below the button which says: "Your CSV file and draft report will not be shared with the B.C. Government."

Fixes # GEO-1173

Type of change

• New feature (non-breaking change which adds functionality)

How Has This Been Tested?

Visual inspection of UI. Updated e2e tests to recognize the new button label.
