the intent of this is to send a message to listeners that want to be aware of the fact that a U2F packet has arrived.
this should cause the backlight to turn on anytime there is an incoming U2F packet, allowing a user to read the screen and see what they are trying to allow for authentication even in a dark room.

This should implement #478.
I have tested that this works with webauthn/FIDO2, but unfortunately all of the U2F test sites that I know of have suffered from bit-rot and have ceased to work due to various security policies that have rolled out over the years.
