What do you do if multiple panels have different resources, pages, widgets or custom permissions? |

@thoresuenert i need this commit to combine with panel-switch plugin, if they only have 1 panel permission, they will shown 1 panel in panel-switcher ui |

this was already discussed and given that at most there will be 5 panels it's not worth adding something that not everyone would use. you can easily handle where you have more than one panle through custom permissions. |
