  • update proto
  • verify signatures
  • model scope annotations in datalog
  • parse scope annotations in datalog
  • special-case string interning for blocks with external signatures (no table reuse)
  • serialize/deserialize scope annotations in datalog
    • proper interning for public keys
  • update datalog engine to take scope into account
  • append a block to a given biscuit with an extra signature
  • handle the request / contents messages to generate a signed block without having access to the biscuit
