This feature allows gRPC OpenTelemetry to be encrypted using TLS.
Unfortunately this doesn't really solve the issue of OpenObserve since apparently it doesn't support accepting traces over gRPC yet (https://discuss.openobserve.ai/2J40a5d) so we still get a 404 on the export, so I'm leaving this PR as a draft.
