Data path and test fixes

Fixed a data path and testing issue. Added Travis support.

Initial PyPI release

Initial open source release. Alpha- to beta-level software. Please note requires Pandas >= 0.14 or the development version > 0.13.1. Install will fail without this. The README.md includes information on how to get the latest Pandas version, with 0.14 scheduled for release later this month (mid to late May 2014).
