Target: Create a useful data set from low level claims insurance data. Input: two data sets:

for Payments development
for Reserve development

Otput: data set for direct input in ChainLadder library

aggregate: identify the LoB
claimsQuarter: accident quarter (quarter the claim occurred)
observationQuarter: observation quarter (development quarter)
payments of the quarter
reserves of the quarter
number of reported claims in the quarter
number of open claims in the quarter
