Problem
The runtime now supports migrating builtin programs to Core BPF on feature
transition. However, that mechanism expects the source BPF program - which will
become the Core BPF program itself - has an upgrade authority set.
In fact, if the upgrade authority is
None, the migration will not succeed.Summary of Changes
Expand the Core BPF migration mechanism to support
