Use certificates from join config while a new control plane is joining.
Rationale
We are not setting the user provided certificates in the
ControlPlaneJoinConfigwhile a new node is joining. This will cause the node to fail the Join process because it cannot create new certificates due to the lack of keys, common in this scenario.
