Make CoC Incident Core Team section clearer #973

During our read through of the Incident response guidelines in the instructor training earlier we noticed that the last part on Core Team members is a bit unclear.

This PR reworks that section by adding the definition of a PEO and splitting the implications for CI and PEO employees.

There are still some FIXMEs in the PR as it was unclear to me what exactly to write there
as I don't know some of the things missing.

I shared this PR with the Code of Conduct Committee and added @ErinBecker as a reviewer as well.

I've removed confusing language about PEOs versus CI employees, as it is not necessary for the CoCc to understand the distinction or to know which Core Team members are under each type of employment. I've clarified that the responsibility is for the CoCc to notify the Core Team liaison in any case of doubt as to whether an incident involves Core Team member(s) and harassment.

Thank you @jpthiele for raising this issue. I agree that the language here was not clear, particularly with respect to who holds responsibility for contacting human resources. I've removed confusing language about PEOs versus CI employees, as it is not necessary for the CoCc to understand the distinction or to know which Core Team members are under each type of employment. I've also clarified that the responsibility is for the CoCc to notify the Core Team liaison in any case of doubt as to whether an incident involves Core Team member(s) and harassment. Please let me know if you have any other questions or if the language still reads unclearly.
