Addresses the
terraform
CLI being removed from new GitHub Actions runner images, which is preventing automated provider upgrades to happen for all of our providers that don't use custom runners.An alternative solution would be to run this job inside our
jsii-terraform
Docker container. However, running things in Docker makes GHA jobs significantly slower, which is why I thought this is a better solution. If this for whatever reason doesn't work, though, then running in Docker is a reasonable next thing to try.
