This PR makes the incident confidentiality property a first class citizen in FIR.
INCIDENT_CONFIDENTIALITY_LEVELDefault value unchanged
('C0', 'C1', 'C2', 'C3')C3). This maximum access level can be displayed in the user profile and configured in the admin site. Only incidents/events with a confidentiality lesser than or equal to this user maximum confidentiality level will be accessible to the user.
