Also makes the projects on the front page use USWDS card styling
Need to fix some error messages about missing fonts and assets. I think the gulpfile output directories for USWDS need to be consistent
The USWDS gulp compilation process minifies the CSS, which I don't want. I added a new `dist` directory which is where USWDS now copies the outputs of its compilation for CSS, fonts, and images.
