Changes proposed in this pull request:

  • Add another platform diego cell to dev, more internal devs/operators are doing testing in the cloud-gov and cloud-gov-operators orgs so we are bumping into memory issues.
  • Cleaned up some test apps but we still need the space
  • Part of https://github.com/cloud-gov/private/issues/618

security considerations

None, scales capacity.
