Add a job to configure policy routing for network interfaces. The job implemented simple policy routing described in http://blog.scottlowe.org/2013/05/29/a-quick-introduction-to-linux-policy-routing/.
The purpose of the job is mainly for setting up outbound route for the VM which has multiple network interfaces.
