DRYD-1399: RestrictedMedia Procedure

What does this do?

• Add RestrictedMedia record type
• Add RestrictedMedia tests

This adds record type for RestrictedMedia, which is intended for use in workflows where there may be sensitive media which should not be immediately accessible.

How should this be tested? Do these changes have associated tests?

• Run npm run lint and npm run test as a sanity check
• Run the devserver npm run devserver
• Test that the restrictedmedia resource can save and upload blobs

Dependencies for merging? Releasing to production?
This will eventually need a new type of view for the blob to prevent the thumbnail from automatically showing.
