Adds the constants.properties file in line with the example-cordapp PR for 4.8. Implements these changes in the build.gradle

Troubleshooting.md, the solutions were moved from the wiki as well.The old master is now in v3
v4 should be made the default branch, while master should be used to track Corda OS master.
