Tool additions to the new IP

Things that should be added to the IP manager before we start working on it

• Linter to check formatting
  • Automated github action checking formatting on all files on push (Add linter support for verilog #5)
  • Ignore the cmn directory in src for linting (Common library should be exempted from formatting #7)
  • cleanup cmn files
  • Installation tutorial for svlint/svls/other tools

• AutoFormatter (Maybe Use Verible linter and formatter #9)
• Pymtl macro to run tests #34
  • Macro to run all tests #35
  • Macro to run tests for a specific IP only #36

• Documentation on how to use tools (Tutorial Documentation milestone).
• Template directory with template IP
• Examples directory with some example blocks, tests, etc and thorough documentation
