First official version for Mintscan for Biannce Chain backend

This version is the first official version for Mintscan for Binance Chain. All intended functionality is implemented and more will be implemented to support the site as time goes on.

The repository has now officially transitioned from the actively developing phase to the maintaining phase unless a reason to go back.

Note that next minor or even possibly major update will probably be related to atomic swaps
or anything new that Binance decides to implement in the future.
