This PR does a few things:

Mainly it fixes a weird process stall that happens when exiting MHRise by not cleaning up after itself anymore.
Updates the REFramework plugin API headers
Updates the github actions
Removes cmkr.toml and vcpkg in favor of basic CMake and CPM
