HCD-93 Back-ports Error out on noop GRANT/REVOKE

What is the issue

IAuthorizer's grant and revoke API changed in C* 4.1 .
Back-porting those additions to minimize changes in auth between C* 4 and 5.

What does this PR fix and why was it fixed

Back-ports CASSANDRA-17333.
