ci: ovn-kubernetes: Move to stable release-1.0 branch.

Since ovn-kubernetes/ovn-kubernetes#4333 ovn-kubernetes has stable release branches. Use the latest in our CI to avoid the instability of the ovn-kubernetes master branch. Reported-at: https://issues.redhat.com/browse/FDP-61 Signed-off-by: Dumitru Ceara <[email protected]>
