This PR aims to make app compliant with Google requirements regarding background location usage.

First commit probably isn't enough with the requirements, but when someone on your team analyzes requirements we can do changes accordingly on this branch.

These changes are going to have to do through the co-design process. So we have logged the issue, and Im going to close this PR to be addressed at another time.
