This reverts commit 714acf1.
maven-metadata.xml can live at the root of a project and not have a version. This patch removes the null contstraint for MavenMetadata. This patch also fixes the redirects for GET requests to Maven API to the content app. Updated pulpcore requirement to 3.22. This is needed for tests. [noissue]
