  1. Prior UTF-8 option when guessing encoding.
  2. Add -f option to force read/wirte txt file in utf-8 or utf-8-sig(BOM) format
  3. Change log level to INFO to avoid DEBUG message output (#2 )
  4. Fix binary padding calculation
