Description

Introduce the components for packaging the library. Fixes #14. Is a step toward #15.

How Has This Been Tested?

Will be added to CI, but successfully builds locally.

Types of Changes

  • Bug fix (non-breaking change which fixes an issue)
  • New feature (non-breaking change which adds functionality)
  • Breaking change (fix or feature that would cause existing functionality to change)
  • Packaging

I followed https://packaging.python.org/en/latest/guides/writing-pyproject-toml/ and https://packaging.python.org/en/latest/tutorials/packaging-projects/ in making this
