v1.3.0-rc.2

Minor changes from RC 1.

New from the last RC:

• Further insulate elixir ribbon from local styles 3ba23b0
• Add new figure > figcaption image styles dbfd5ad

A stable release is expected in late-March.

Things that won't likely make it into 1.3 and are shaping up for v1.4:

• Detection and adaption of JS-powered sites (React, Angular)
• Structural adaptations for internal tools (TSC, et al.)
• Further documentation efforts (we have tooling in place, but need to better utilise it)
• Logging of print, copy, paste to analytics
