v1.3.0-rc.4

The backlog is mostly documentation tasks and we'll likely look to release at the next WGC on 3 April.

New from the last RC:

• Use EMBL-EBI logo 974ef61
• Encode '#' symbol #129 3598396
• Don't use a synchronous request #127 653fd8b

Things that won't likely make it into 1.3 and are shaping up for v1.4:

• Detection and adaption of JS-powered sites (React, Angular)
• Structural adaptations for internal tools (TSC, et al.)
• Further documentation efforts (we have tooling in place, but need to better utilise it)
• Logging of print, copy, paste to analytics
