- Bumped version for Sphinx and sphinx_rtd_theme
- Added autobuild and myst extensions

Closed in aggreement with @zed-eiq. ATM, non-content changes affecting Sphinx are not encouraged. |

To be clear! Not that non-content changes are discouraged, but we don't want to add dependencies at this point unless we have a good reason to 🙏 |
