This pull request tries to decrease build time and to improve the build pipeline.

  • No need to always execute Dash License Tool
  • No need to always build JavaDoc ( Own Workflow? )
  • No maven package, instead compile with multi-threading and test seperately ( compile errors are thrown faster )
