This PR adds a routine for computing the power of wind farms based on look up table.
Animation shows the hub height horizontal velocity magnitude for the King Plains wind farm using the simple actuator disk model for an idealized flow case.
The figure shows a comparison of the power output of the wind farm as a function of time, with the PortUrb code.
