Added missing OKTC mainnet deployment information (#136)

* Updated deprecated hardhat-etherscan package to new hardhat-verify plugin. Added placeholder for gnosis apiKey in etherscan object in hardhat config.

* Added missing OKTC mainnet deployment information to DEPLOYMENTS.md

* Removed duplicated line for OKTC mainnet BalancesHelperV2 deployment information.

* commented out gnosis in etherscan obj in hardhat console.

* reverted upgrade to hardhat-verify as issue with plugin failing test runs. Should still work fine with gnosis chain.

* fix import for hardhat-etherscan

* downgraded version hardhat-etherscan
