* Added support for Neon and Neon Testnet

- Added configs for Neon and Neon Testnet

* Changed Neon Testnet to Neon Devnet

- Changed Neon Testnet to Devnet as test net isn't operating yet.

* Deployed Etherspot contract to Neon Devnet

- Fixed deployment issue - needed to set min gas to 0.
