Final/Freeze of Win7 development

I haven't touched this repo or my personal Mac in several years. Instead I played with having a Linux daily-driver laptop for a time, then went back to Windows 10 on both laptop and desktop.
As my machines are now bare-metal Windows, Vagrant's Ansible provisioner doesn't help - Ansible can't run on a Windows host.

Initial Functional Release

Repeatably reliably installs the pre-Ansible steps. Now the failures are mostly in Ansible/Chocolatey bugs or interaction bugs.
