Fix flyte-core rendering when flyteagent enabled

 - Flyte agent now tries to render a specific set of podLabels, so
   assumes that there is an empty `podLabels: {}` set. This change to
   values.yaml for flyte-core ensures empty values are there.

 - Fixes:
