* ERM-3344, Move GitHub actions to shared workflows, refs, ERM-3336

* removed the existing actions

* fix tests

* ci: Swap to sonar testing .lib folder instead of .src folder

* chore: Linting

* build: Tweak jest test runner config

* test: Fixes to failing tests... some of these were written in a very flaky way
