Document new Jira statuses

On the Jira page, document the Deferred and Provisionally Approved statuses introduced in the most recent TCR Process Improvements.

Based on discussion today.

@starsplatter is working to add the actual statuses and transitions to the Jira project, either directly or with @dltj 's help. Once that is done she can generate and updated screenshot of the workflow diagram and add that to the Jira page as well. So this PR should stay draft until then.

FWIW I think the status here and their descriptions look good. I imagine this can be implemented in JIRA. If we end up requiring significant changes here, please re-request review.
